ISLAMABAD (Urdu Times): CDA Addresses Longstanding Possession Issue in Sector E-12, Resumes Development Work

Approximately 16 kanals of acquired CDA land recovered from unauthorized occupation; genuine compensation claims to be protected in accordance with law

September 15, 2026: The Capital Development Authority (CDA) has addressed a longstanding issue relating to possession of acquired land in Sector E-12, Islamabad, paving the way for the resumption of development work at the site. Approximately 16 kanals of acquired CDA land, which had remained under unauthorized occupation, have been recovered following verification of the relevant record and completion of the necessary legal and administrative process.

The land had been utilized for accommodation of private guards, a holiday home and 14 shops that were being commercially rented out. The unauthorized occupation had prevented the Authority from proceeding with development activities on the site, affecting the timely provision of infrastructure and public facilities for the residents and allottees of Sector E-12.

Earlier, CDA had issued multiple public announcements inviting any genuine claimant with outstanding compensation or other legitimate dues relating to the acquired land to present their claim before the Deputy Commissioner, CDA, for verification and processing in accordance with the law. The purpose of this process was to ensure that all legitimate claims were examined transparently and that the rights of genuine landowners and entitled claimants were protected.

During verification of the acquisition record and related documentation, the unauthorized occupation was traced to a relative of a retired CDA employee. Following verification, the unauthorized structures were demolished, possession of the acquired land was restored to the CDA, and development work at the site has resumed.

The CDA reiterates that every genuine and legally admissible claim for outstanding compensation or other lawful dues will be protected and processed in accordance with the applicable law. However, the existence of a compensation claim does not confer any right to retain unauthorized possession of acquired state land, commercially exploit it or earn rental income from public property.

Any outstanding compensation, where legally due, constitutes a claim against the Authority to be addressed through the prescribed legal and administrative process. It does not provide a licence to occupy or monetize public land, particularly when such occupation obstructs development projects intended to benefit thousands of citizens.

The CDA has made it clear that public land is held in trust for the people and must be utilized for public purposes. Unauthorized occupation, private commercial exploitation and the use of acquired state land for personal profit, especially where it delays or obstructs public development, will not be tolerated.

With possession of the site restored, the CDA is proceeding with the resumption of development activities in Sector E-12. The Authority remains committed to ensuring that development work progresses in accordance with approved plans, prescribed standards and the requirements of the residents and allottees.

The resolution of this longstanding possession issue reflects the CDA’s commitment to safeguarding public land, upholding the rule of law and ensuring that acquired land is utilized for its intended public purpose. The Authority will continue to protect genuine legal rights while taking necessary action against unauthorized occupation and obstruction of public development.

Citizens and residents of Sector E-12 have appreciated the CDA’s efforts to recover the acquired land and remove encroachments, expressing hope that the resolution of this longstanding issue will enable development work to continue at full pace. The restoration of possession is expected to facilitate the timely execution of development activities and the provision of infrastructure and public facilities for the benefit of residents and allottees.
